    Job Summary

    Join the Minnesota Department of Health's Financial Management Team in a position which exists to execute strategies to standardize and strengthen finance practices that will have agency impact. This position leads the facilitation, development, documentation and agency-wide communication of new and existing critical process and procedures to ensure key financial functions of the agency can be maintained.

    Working as a Finance Project Specialist, you will:
    • Lead continuous improvement processes for select finance practices, policies, and procedures to identify gaps, recommend efficiencies, and implement improvement.
    • Develops plans and schedules, documents critical business operations within the agency, and ensures timely implementation and communication through centralized SharePoint and Intranet posting and conduct training.
    • Provide expertise in the department that is critical to ensuring financial management practices meet the needs of all employees in alignment with the agency strategies.
    • Serve as a mentor for employees in the division in the areas of process documentation, risk management, and performance measurement.
      This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.

      Qualifications

      Minimum Qualifications

      Three (3) years of experience leading continuous improvement processes in a financial practices area and/or facilitating communication of financial matters. This experience is to include all of the following:
      • Leadership sufficient to provide clear direction, support, and mentor others.
      • Knowledge of data analysis and performance measurement techniques sufficient to evaluate program and/or process results and design and develop guidelines and standards.
      • Proficient with use of programs such as SharePoint and Office 365
      • Skills of strategic planning sufficient to advise management on future needs and solutions to problems.
      • Prepare and make oral and written presentations.
        Minimum Qualifications to be assessed during the interview process:
        • Communication, both oral and written, sufficient to communicate complex concepts in plain language to a non-expert audience.
        • Relationship building and management skills to build networks of colleagues and effectively encourage participation.
        • Listening, analysis and synthesis skills.
        • Organization and project management experience sufficient to maintain clarity of goals and expectations for participants.

          Preferred Qualifications
          • Knowledge of the financial processes at the Minnesota Department of Health or State of Minnesota.
          • Experience leading continuous improvement projects.
          • Use of process mapping software such as Microsoft Visio.
